Privacy Policy
MEA operates a digital diversion platform used by public agencies to route low-level offenses into structured community-service programs. This Privacy Policy explains what information we collect, how we use it, how we protect it, and the choices you have — including how we handle the mobile phone numbers used for account verification and program notifications.
Who we are

Information we collect
We collect only the information needed to operate the diversion program and keep accounts secure:
- Account and identity information — name and the identifiers needed to associate you with a case.
- Mobile phone number — provided by participants during onboarding, used to send one-time verification codes (multi-factor authentication) and program notifications such as check-in and appointment reminders.
- Program activity — progress through community-service requirements, attendance, and case status.
- Technical information — standard security and audit logs needed to protect accounts and comply with applicable records requirements.
How we use your information
We use personal information to:
- verify your identity at sign-in using a one-time code sent by text message (SMS);
- send program notifications you have consented to receive, such as check-in confirmations and appointment reminders;
- administer the diversion program and track completion of its requirements;
- maintain the security, integrity, and required audit trail of the platform; and
- meet legal and public-agency records obligations.
Text messages (SMS) and your mobile number
Participants provide their mobile number during onboarding and consent to receive two categories of text messages: (1) account-security verification codes and (2) community-service case notifications. Message frequency varies. Message and data rates may apply. You can opt out of notifications at any time by replying STOP, and reply HELP for help.
We do not sell your data or share your opt-in for marketing
We do not sell your personal information. Mobile information and text messaging opt-in consent will not be shared with, or sold to, third parties or affiliates for marketing or promotional purposes. Text-messaging opt-in data is used only to deliver the verification codes and program notifications described in this policy.
How we share information
We share information only as needed to run the program and keep it secure:
- with the public agency administering your diversion program, as required to operate it;
- with service providers who help us deliver the platform (for example, the telecommunications carrier that transmits verification and notification text messages) — bound to use the data only to provide that service to us; and
- when required by law or valid legal process.
Data retention and security
We keep personal information only as long as needed for the diversion program and applicable records requirements, then dispose of it securely. We apply administrative, technical, and physical safeguards aligned with a CJIS-conscious security posture, including encryption in transit, access controls, and audit logging.
Your choices and rights
You may opt out of text-message notifications at any time by replying STOP. Depending on your jurisdiction, you may have rights to access, correct, or request deletion of your personal information. To make a request, contact info@mea.tech.
Children's privacy
MEA is intended for use by adults and by minors only through the supervising public agency and their guardians as the program allows. We do not knowingly collect information from children except as part of an authorized program.
Changes to this policy
We may update this Privacy Policy from time to time. Material changes will be reflected by updating the effective date at the top of this page.
